End of Life vehicle owners are responsible for ensuring they dispose of their End of Life vehicle in accordance with the 2003 ELV Directive. It is important that these vehicles are only destroyed at a registered Authorised Treatment Facility so that they can be recycled legally, without causing any harm to the environment.
We operate an approved vehicle de-pollution centre in the UK, each fully fitted with up to date equipment to ensure they are able to continually meet the requirements of the latest environmental legislation.
During the de-pollution process, the vehicles are safely stripped of their wheels, batteries and all other operational fluids, most of which is either reused or recycled, before being processed at our site.
Once a vehicle has been left at our HCB site and the last owner has completed and handed over the (V5C) registration document, it becomes HCB’s responsibility. From this point on, HCB will treat the vehicle according to all relevant regulations, issuing a Certificate of Destruction on completion of the on site recycling process

HCB inspects all vehicles on receipt and makes identity checks before they are de-registered. The battery, wheels and any hazardous parts are removed and purpose built de-pollution rigs enable all operating fluids to be extracted.
HCB has made considerable investment in RECYCLING technologies, with a view to helping our sraise the current recycling rate to 85% from January 1, 2006.

Local recycling facility HCB on Hartley Bottom Rd, Hartley has become a member of Recycleyourcar.co.uk, making it easier for all drivers in the Kent / S E LONDON area to save both money and the environment by complying with the new End of Life Vehicle (ELV) Directive.
The EU’s new ELV Directive makes the last owner of a vehicle responsible for its disposal. Owners must be issued with a Certificate of Destruction (CoD) from an Authorised Treatment Facility (ATF) like HCB otherwise they could face hefty fines or even end up in prison.
The certificate acts as proof that a vehicle has been destroyed - meaning the owner’s car tax and other obligations are at an end. But it also shows that the car has gone through the correct recycling processes, which will help to reduce significantly the half a million tonnes of vehicle waste that is currently dumped in UK landfill each year.
“It is vital that drivers know the correct procedure of car disposal and that’s where we can help.” says Gary Davies Manager at HCB “Only authorised facilities can be a member of recylceyourcar.co.uk, so any ELV owner who arrives at HCB can rest assured their vehicle will be recycled properly and that they will receive all the appropriate paperwork to guarantee this has been done. All we need is the vehicle’s V5 document as proof of ownership and you can leave the rest to us.”
If the vehicle is not taken to an approved facility, it is highly likely that the vehicle will not be disposed of in an environmentally-responsible way. Indeed, many illegal operators do not dispose of a vehicle’s pollutants in the correct manner, letting lubricants and oils seep into the water table. And if you don’t get that all important certificate and the car is used again, you could be held responsible for anything that happens to the vehicle.
So, why should you bother going to an approved facility? Well, if you don’t obtain a CoD, you could be liable, as the owner, for road tax. In addition if the car is subsequently abandoned, under the Clean Neighbourhood Act, 2005, a local authority is now able to issue a £200 fixed penalty for the dumping of a car and under the refuse disposal act, an illegal dumper could be fined up to £2500 and face three months in prison.
Derek Campbell of Recycleyourcar.co.uk, says: “It’s not just selfish reasons that need to be borne in mind when getting rid of a car. The bottom line is, we’re dumping cars illegally in this country and we have no idea of the harm it is doing. There are extremely significant environmental issues to be taken into consideration and putting a car through illegal hands at the end of its life will mean that these are ignored.”
